    • 1). Remove all clutter and debris from around the area where the handrails will be installed.

    • 2). Clean the surface of the concrete using a pressure washer. A pressure washer thoroughly removes dirt and stains from the concrete.

    • 3). Use concrete adhesive to mend any pieces of broken or loose concrete.

    • 4). Use a reciprocating saw and grinder with a cut-off wheel to remove the old handrail from the concrete, if applicable. Be sure that the metal upright supports are cut level with the concrete.

    • 5). Cut 8-foot 4-by-4 pieces of lumber to desired fence height. Using post anchors and masonry screws, attach the pieces of lumber to the surface of the concrete, making sure the post anchors are level.

    • 6). Attach 4-by-4 fence posts to the wall of the house using lag bolts.

    • 7). Drill holes, at 4-inch intervals, halfway through 8-foot 2-by-4 pieces of lumber using a drill press. These holes will be used to secure the balusters.

    • 8). Insert 36-inch twisted iron balusters at 4-inch intervals into the lumber. Once inserted, apply a 8-foot 2-by-4 piece of lumber to the top of the balusters, completing the fence sections.

    • 9). Use 3-inch exterior decking screws to attach the fence sections to the 4-by-4 fence posts connected to the wall of the house.
