If walking, heart disease or breathing problems restrict movement to a great extent, getting a handicap parking permit of some kind can help. People with these disabilities can then park close to entrances and ramps of buildings to ease their struggles. Several regulations in the state of Missouri govern the way these parking spaces and handicap permits are to be used.

    Who Qualifies for Parking

    • People are allowed to use Missouri handicap parking if they have been certified as disabled by a medical professional using a Physician's Statement for Disabled Person's Placard, Form 1776. Physicians, chiropractors, optometrists, certain advanced nurses and podiatrists are qualified to sign the form. This form is used for both removable placards and handicap license plates.

    Removable Placards

    • Disabled placards are signs that indicate disabled people may use designated Missouri handicap parking. They hook over the rear-view mirror when the vehicle is being parked. They may also be used when the disabled person is being dropped off or picked up. They must be taken down when the car is in motion.

    Misuse of Placards

    • Misuse by putting up the placard to park when a disabled person is not and will not be in the vehicle carries a fine from $50 to $300.

    Placard Fraud

    • "Fraudulent application, renewal, procurement, or use of a Permanent Disabled Placard is a Class A misdemeanor punishable by a fine not to exceed $1,000 and/or imprisonment for a period not to exceed one year," according to the Missouri Department of Motor Vehicles.

    Symbol of Access

    • The commonly recognized representation of a person sitting in a wheelchair is used on most signs designated for handicap parking, according to the 2009 Missouri Department of Revenue Driver's Guide.

    Parking Violations

    • Violators of the Missouri handicap parking rules are fined $50 to $300. It not only saves money but also helps others when people refrain from unlawfully parking in handicap parking.

    Access Aisles

    • There may be access spaces or aisles between handicap parking slots. In these cases, it is illegal to block the access aisles.
