Royal Thai Army Ready to Support Government"s Water Management Plan
The disaster is now a concern of many organizations, the government, and the army, which are all seeking to prevent the another flooding disaster again next year.
The Royal Thai Army has been executing the flooding protection plans, and stands ready to help people in Thailand avert flooding disasters in accordance with the government's urgent policy.
The Royal Thai Army has learned the lessons of the previous disaster, and has prepared equipment with personnel and made plans to rescue those in at-risk areas.
The plan starts with the coordination of all departments and ministries to prepare to cope with the possible coming flooding.
General Prayuth Chan-Ocha, the commander-in-chief of the Royal Thai Army, ordered all army departments to fully support the government's flooding preparation plans.
Right now the army has prepared three parts of the government's plan, which comprehensively cover all the areas of the water routes.
The plan consists of the management of the upstreams, middlestreams, and downstreams.
The plan is described below: In the upstream areas: In the upstream areas, the plan is to increase soil moisture to slow down the flow of the water and maintain the balance of the forest.
The army has started a project called "Forest Restoration in honor of his majesty, the king, on the occasion of his 84th birthday celebration.
" The project duration is five years, and will run from 2012 to 2016.
This project aims to solve the problems of upstream forest natural resources and to maintain and increase the forest's abundance.
The project will be incorporated with local inhabitants, communities, and governments.
The main goal is to rehabilitate the ecosystem of the upstream forest and to make use of the benefits of the upstream forest in accordance with the natural balance.
In this project, the army's soldiers will proceed to protect the upstream forest by building dams to prevent the forest's erosion.
Initially, the army collaborated with the Department of National Parks to proceed to 39 upstream forest areas across the country covering around 2,728 acres.
This project was opened on 20 February 2012 at Lamkor-Ngu National Park, Thongphaphum District, Kanjanaburi Province.
Moreover, the Royal Thai Army has been preparing to support the projects of his majesty, the king, to create a plantation in "Doi Tung" model in parallel with this project.
In the midstream areas: In the midstream areas, to increase the efficiency of of water use and storage, the Royal Thai Army is preparing technically trained soldiers to support the government's efforts to develop the water sources and irrigation systems requested by the government.
In this meantime, the army has made plans to support the Water Source Conservation project, which calls for dredging many canals and water sources in the middle and northeast parts of Thailand.
The project is under the supervision of many departments of the government and the army.
In the downstream areas: In the downstream areas, there is an urgent need to drain the water into the sea.
In this meantime the army has ordered the technical soldiers of army departments 1, 2, and 3 to support the dredging of the canals under the Restoration and Canal Dredging of Water Pipes in Flooding Disaster Areas project, in accordance with government policies.
This project started on 15 February 2012, and will be finished on 30 May 2012.
These departments are in the process of moving all the necessary equipment into the working areas.
The primary working process is to dredge 26 canals in the Bangkok region that the army has assigned the technical soldiers to as follows: Department 1 is working on the Bangkok midtown region, Department 2 is working on the east side, and Department 3 is working on the north part, while the technical department is working on the west side of the Bangkok region.
Currently, the Royal Thai Army has appointed the Committee for the Restoration and Dredging of Canals to direct and control the working zone to ensure the quality of the work and that the project will meet the deadline.
