Overview

Navy’s largest and most strategically important overseas installation, Fleet Activities Yokosuka is a 560-acre forward deployed naval base located ion Tokyo Bay in the Kanto Plain region of Japan. Home of the U.S. Navy's Seventh Fleet, the Base is often referred to as CFAY (Commander Fleet Activities Yokosuka).

Yokosuka Navy Yard was built in 1871 to assist with Japan's active role in world trade. In 1944 the peak of World War II, Yokosuka Navy Yard covered over 280 acres and employed over 40,000 workers.

After a peaceful surrender of the Japanese, Commander Fleet Activities, Yokosuka was established shortly after the occupation occurred in 1945. Since the Korean and Vietnam conflicts Commander Fleet Activities, Yokosuka continues to be America's most important naval facility in the Western Pacific.

CFAY's primary mission is to provide support services to forward deployed naval forces in Yokosuka, and other units assigned in the Western Pacific.

Location/Driving Directions

Yokosuka City is located about 30 miles southwest of Japan's capital city, Tokyo, on the east coast of the main island, Honshu.

If you are arriving at Yokota Air Force Base via an Air Mobility Command (AMC) flight:

AMC flights from the U.S. arrive at Yokota Air Force Base several days a week. Whenever an inbound flight is scheduled, Navy buses are assigned to transport passengers to Yokosuka Naval Base.

There is no direct charge to ride the Navy bus from Yokota to Yokosuka. The cost of this bus transportation will be charged to your orders if you are on official travel (such as PCS or TAD.) Be sure to have several copies of your orders with you, in case they are asked for. This policy may change without notice.

If arriving via COMMERCIAL AIR at Narita/New Tokyo International Airport:

Buses to Yokosuka are scheduled to depart the parking area near Narita Terminal One at the following times daily: 1530, 1730 and 1900. These are coach buses with a maximum seating capacity of 41 passengers. The buses run 365 days a year. There is a charge to utilize government bus transportation from Narita to Yokosuka, for personnel under orders only (including TAD orders.) This charge DOES NOT come out of your pocket; it is charged against your orders. MAKE SURE you have an extra copy of your orders to give to the transportation liaison person on duty, or the van driver, if necessary. The actual amount charged against your orders is currently $29 per person.

You or your SPONSOR can (and SHOULD!) make advance reservations for the shuttle bus/van to the base.

Population/Major Units Assigned

As the home of the U.S. Navy's Seventh Fleet, and winner of the 2009 Commander in Chief's Annual Award for Installation Excellence, the Base, often referred to as CFAY (Commander Fleet Activities Yokosuka), hosts 10 afloat commands and more than 50 other shore commands and tenant activities.

CFAY serves approximately 25,000 personnel. This figure includes Active Duty Members, Active Duty Family Members, Military Retirees and their Family Members, Civilian Employees, Japanese (MLC) and Other (IHA) Employees.

Temporary Lodging

While single members may report almost immediately to their parent commands or get temporary billeting in the BEQ/BOQ, families will most likely spend some time at the Yokosuka Navy Lodge or, if the Lodge is full, at a hotel in town. The Navy Lodge and the BOQ/BEQ do NOT allow pets, you or your Sponsor can contact the NEX Kennel for a reservation for pet boarding and specific prices. Reservations are accepted only in person or via phone, to contact please call DSN 315-243-4530 or internationally 011-81-46-816-4530.

A copy of your orders is needed for check-in but if you are bringing family members be sure to have the approved Family Entry Approval and passports prior to leaving for Japan, you will need all these documents to start all your allowances during the check-in process.

The Central Billeting Office is located in the BEQ building #3333. All buses from the airports stop just outside the lobby door of the PSD building. The BEQ can be contacted DSN 315-243-5569 or internationally 011-81-46-816-5569.

You or your Sponsor can make reservations for the Yokosuka Navy Lodge upon receipt of your PCS orders to Japan. Be sure to tell your sponsor the number and ages of your children so that he/she can notify the Lodge when making your reservation. The Navy Lodge offers many services to ensure that your stay there will be as enjoyable and comfortable as possible. Each room has internet access, TV, DVD player, alarm clock, refrigerator, iron, ironing board, coffee pot, microwave, and hairdryers, if you would like a room with a stove please request it when making your reservation.

All rooms have access to ice machines, cribs and roll-away beds, indoor/outdoor playground, picnic/barbecue grounds along with a small computer lab. A station shuttle bus stop is located nearby and bus schedule can be picked up at the Navy Lodge front desk.

Express/UB shipments will not be delivered to the Navy Lodge. Bring a sufficient quantity of appropriate items in your regular luggage to cover expected needs.

Several TLA approved hotels, within walking distance or a short taxi ride from the main gate of the base, provide temporary lodging when on base facilities are full. You must obtain a receipt from the hotel for proper TLA reimbursement. If you do not have hotel reservations, the Navy Lodge, CNFJ Housing Welcome Center, and the Fleet & Family Support Center can provide you or your Sponsor with a listing of hotels, both Western style and Japanese style, in the Yokosuka community.

Housing

The housing market in Yokosuka is tight and prices are high due to the demand for housing in the nearby Tokyo/Yokohama housing market. The Navy provides housing allowances and a Cost of Living Allowance (COLA) to help offset the high costs. All newly arriving personnel assigned to Yokosuka must attend the Housing Welcome Center's Newcomer's Brief. This briefing is required before Housing Welcome Center personnel can assist people in finding off case housing or signing up for military family housing.

Military Family Housing (MFH) at the Yokosuka, Ikego Hills, and Negishi Heights areas total 2,861 homes and apartments in 2009. They all differ widely in age, construction, and layout.

All MFH units are furnished with household appliances such as refrigerator, electric cooking stove, microwave oven, washer, dryer and dishwasher. Accordingly, it is suggested not to bring your own appliances with your household goods. Although government quarters are not luxurious, they provide comfortable living environment.

Military Family Housing may only be assigned when family members arrive with their sponsor. The only exception to this policy is when the sponsor can produce solid proof (i.e. flight itinerary) that clearly shows that their family member(s) will arrive within 30 calendar days of taking possession of a MFH. Sponsors arriving on accompanied duty orders without their family members (delayed travel greater than 30 days) will be placed on an inactive list. Names on the inactive list will be re-activated when the sponsor produces solid proof (i.e.

flight itinerary) to the housing office that their family member(s) are expected to arrive within 30 calendar days.

All newly arriving eligible personnel will be placed on the initial waiting list and will be offered the first home available in Yokosuka, Ikego or Negishi, based on their pay grade, bedroom entitlement and control date.

Schools

Students of all ages, from pre-school through 12th grade, usually attend one of the DoDDS or co-op schools on military installations in Japan. Ikego and Negishi each have one elementary school. Yokosuka has one elementary school, middle school and high school. Because Ikego and Negishi do not have middle or high schools all children will go to school on Yokosuka once they graduate elementary school.

While there are certainly some excellent private and public schools in the communities around our bases, which often welcome foreign students, most charge tuition and other fees which could be considered quite high.

School Bus Service is available for students that live off base. The Transportation Office is responsible for all student transportation issues and can be contacted at DSN 315-243-9564 or internationally at 011-81-46-9564.

All five schools in the CFAY Community have a variety of before and after school programs along with school sports activities.

To further meet the needs of students, teachers trained in art, gifted education (GE), ESL, and learning disabilities are available at CFAY schools. It's also recommended to contact the school prior transferring to discuss the any specials needs your child may have to insure your child's educational success here in Japan.

The following items are required for annual registration of each student:

* Copy of sponsor's PCS orders, stating rotation date and duty station.

* Dependent's Entry Approval, or a letter of command sponsorship
* Copy of student's birth certificate or passport
* Report card transcript from the school last attended
* Immunization card or record. The traditional yellow shot card (SF-601)may be obtained at any military hospital or Public Health Service medical facility. An alternate form is the DPSA Form 122.1 DoDDS Certificate of Immunization. The card or record must contain a complete and accurate report of the student's immunizations, the student's name, and the date and signature of the verifier. USNH Yokosuka can verify that the student has had all required immunizations.

The Kanto Plain Home Schoolers share in field trips, PE, Parties, curriculum fairs, science fairs, workshops and other educational and social activities.

Home School families also have the option of benefitting from some of the activities or classes within the on post schools. For example, a home school student may wish to participate in an extra curricular activity, take just and art or math course at the school, or even just use the school library. All these options are open to home schoolers through the on base schools. Students must have completed registration paperwork with the school and commit to regular participation in the chosen activity to allow for proper planning on the part of the teachers and activity sponsors.

The Child Development Center (CDC) and Child Development Homes (CDH) both offer full day and hourly availability. There is also Before & After School Care and Day Camps available for ages K - 12 years old. Child care and youth recreational programs are available to all Status of Forces Agreement (SOFA) sponsored active duty military, activated reservists and guardsmen, DoD civilian personnel, and DoD contractors.

Youth recreational programs are also available to military retirees and DoD civilian retirees.

If you are a single parent (active duty or civilian stateside hire) or dual active duty/ dual civilian stateside hire parents, you have priority for childcare services. It is also a good idea to let the Yokosuka CDC know your approximate arrival date. You can do this by contacting the CDC program administrator by phone or via the above website. By informing the CDC of your arrival date it enables them to try to "lock down" child care for those in priority groups.

The Main Child Development Center (CDC), Ikego CDC and Negishi CDC have full day care for children age 6 weeks to 5 years.

The Yokosuka Youth Center, Negishi CDC and Ikego CDC have a program for before-and-after Kindergarten. Escort service to and from DoD schools is included in the monthly fee.

Yokosuka's F-68 Hourly CDC, Ikego CDC and Negishi CDC offer hourly care. Care may be offered on a drop-in basis, providing space is available, by reservation, or by calling in.

Parents working part time may make a standing reservation for up to 5 hours a day, 5 days a week; or any hours not to exceed 25 hours a week. A contract is required. Reservations must be cancelled 24 hours in advance. There is a waiting list.

The Hourly CDC has five spaces each day to accommodate persons with unexpected emergencies. If the center is full and you are in this situation, please ask the clerk or director about emergencies.

The Main CDC is open the second Saturday of each month from 5 p.m. to midnight, and for other advertised special events. Reservations may be made up to four weeks in advance.

A military family member in base housing provides Family Child Care.

The Yokosuka, Negishi and Ikego Youth Centers offer a recreational program for children 6-12.

The Yokosuka Youth Club has expanded its services to youth of grades 4-12, with the same great programs to 4th-6th graders with an addition of several new programs, including: Passport to Manhood, SmartGirls, and Torch Club.

The facility is separated into two sections. One section serves the 7th-12th graders and the other serves the 4th-6th graders. Both areas offer programs and activities. Call 243-5542 / (046)816-5542 for more information.

It is very important to ensure that your family members enroll in TRICARE Pacific upon arrival. To enroll, stop by the TRICARE Service Center and you will be provided information about the TRICARE Pacific program bldg. 1400 or by calling DSN 315-243-7144 or 011-81-46-816-7144. You are encouraged to update DEERs with your new address information. DO NOT disenroll from your local TRICARE service region prior to transfer!

You may have to seek care in route to your next duty station.

United States Naval Hospital, Yokosuka (USNH) serves military and DoD civilian personnel throughout mainland Japan. In addition to the hospital in Yokosuka, USNH has branch clinics at Sasebo, Iwakuni, Atsugi, Yokohama (Negishi), Chinhae (Korea), and at Camp Zama Army Base.

The USNH staff includes several Medical and Surgical specialists. Some specialized non-elective treatment is beyond the capability of the Naval Hospital and patients must sometimes be sent to the U.S. via the Medical Air Evacuation (MEDEVAC) System or to Japanese hospitals for treatment.

Anyone with major medical problems or chronic illnesses should not be allowed to travel to Japan. Please mention health issues during your Overseas Medical Screening process along with what EFMP category you may be in.

The hospital on Yokosuka base staffs a 24-hour-a-day Emergency Room (ER) which dispatches ambulances on base and off base for bonafide emergencies. They can be contacted at DSN 315-243-5137 or internationally at 011-81-46-5137.

Branch Dental Clinic, Yokosuka is co-located with Headquarters, United States Naval Dental Center (USNDC) Far East. The Dental Clinic is located on the second floor of the U.S. Naval Hospital, Yokosuka, Building E-1400. This clinic treats shore-based active duty personnel and command sponsored family members of both fleet and shore personnel stationed in the Yokosuka area. Active Duty personnel attached to ships without dental facilities on board receive general dentistry care at the Fleet Dental Annex in the Fleet Recreation Center bldg. 3008 and may be referred to the Branch Clinic for specialty care.

Normal hours of operation are 7:00 a.m. until 4:00 p.m., Monday through Friday. Morning and afternoon sick calls are held for diagnosis and treatment of dental problems. In addition, a dental officer is on call for true dental emergencies which occur after-hours.

To expedite the check-in process, it is recommended that all family members acquire a complete military dental record during the overseas screening process prior to transfering overseas.

In the event some specialties are not available at the Military Treatment Facility they may be available in the local Japanese community at costs which fluctuate with the dollar-yen exchange rate. TRICARE maintains a list of doctors and dentists to refer you too that are part of the TRICARE system in the surrounding communities.
