How to Obtain a Limited Privilege Driver License in North Carolina

    • 1). Determine if you are eligible for a limited-privilege license. To qualify, your license must have been valid or expired for less than a year at the time it was forfeited. You must not have charges against you in more than one North Carolina jurisdiction. You must not have been convicted of a driving offense within the past seven years. You must have completed any court-ordered substance abuse assessment, and the report must have been filed properly. You must demonstrate that you or your dependents will suffer hardship, according to § 20-179.3 if you are not able to drive.

    • 2). Obtain and complete a Form DL-123 from your local Division of Motor Vehicles office or your automobile insurance company. This form provides the court with certification of your valid car insurance. If you do not own a car, obtain and complete Form DL-123-A, certifying you do not have financial responsibility for an automobile.

    • 3). Complete Form AOC-CR-318. File your completed form with your local county court clerk. The Clerk of the Court will set a date for your hearing.

      Bring supporting documents to your hearing: Form DL-123 or DL-123-A; North Carolina driving record and receipt for your payment of civil revocation fee. Bring the following, if applicable: letter from your employer, a copy of substance abuse assessment and speeding privilege. In addition to these documents, you may need to bring proof of dependents, proof of medical necessity, or other types of documents lending credence to your hardship.
