- 1). Locate the website for the office of the Secretary of State in your state. Lists of web addresses for the offices in all states can be found on the Internet, including on the website of the National Association of Secretaries of State. The web addresses for Competent Authorities in other countries can be located on the website of the Hague Conference on Private International Law.
- 2). Find the Notary division on the website. Look for the section on Apostilles and Certificates; some countries call the certification process a Certificate instead of an Apostille. Carefully read all instructions and requirements.
- 3). Follow the instructions, including the completion of any necessary forms. Send the original document, along with the required forms, cover letter and payment of fees to the address noted on the website.
- 4). When the document is returned to you with the Apostille attached, it is ready to be sent to the foreign agency.
