The Kentucky Derby is one of the most promoted gambling events in the U.S. It's easy to see why horse racing so big in Kentucky, since nearly all other forms of gambling in are illegal in the state. Kentucky has eight large racetracks but no casinos. According to the Gaming Practice Group, Kentucky legislators have faced pressure to expand legal gambling because casinos are legal in adjacent states. - Horse races are the biggest form of legal gambling in Kentucky. Bets on races must be parimutuel, which means that all bettors' wagers affect the payout on the race's outcome. For example, if 95 percent of bettors pick the winning horse, the payout will be quite low, but if only 1 percent of bettors pick the winning horse, the payout will be very high. It is legal to place bets on races in Kentucky from different states, meaning that you don't have to be at one of the eight tracks during the race in order to wager.
- Like most American states, Kentucky has a state-run lottery. Lotteries not run by the state or charitable organizations are illegal. Profits from the lottery go to Kentucky's general fund and various scholarship programs. Available lottery games include scratch-off tickets, pull tabs, lotto drawings and Powerball.
- Gaming to benefit charitable organizations is permitted. This is closely regulated by the government and its most common forms are bingo, raffles, pull tabs and drawings. The state must approve charitable gaming and reserves the right to determine whether an organization qualifies as charitable.
- Sports betting and casinos are completely illegal in Kentucky. Any maintaining of bets or wagers is illegal. The keeping of books is a felony, as is the hosting or promotion of casino gaming.
