About the Preferential Procurement Policy Framework Act
- A preferential procurement policy is a hiring policy specifically targeting individuals who have been historically discriminated against. The act requires all "organs of the state" (including municipalities, national and provincial departments and Parliament) to establish preferential procurement policies.
- The act's implementation is overseen by the Minister of Finance. The act also gives the minister the ability to temporarily suspend the act if he believes it is in the best interest of South Africa's national security.
- The act originally became law on Feb. 3, 2000. The act also sets as a goal the implementation of programs that were originally introduced in the Reconstruction and Development Programme proposal of November, 1994.
